A large open-air shopping park terraced into the hillside above El Poblado, with shops, cinemas, restaurants and planted walkways. It functions as a rain-proof walking route as much as a mall.
Why it made the list
The management actively promotes responsible dog ownership on its own site, which is a clearer signal than the usual silent tolerance.
Good to know before you go
El Tesoro's official homepage runs a 'your pet is your responsibility' campaign asking owners to carry bags and wipes at all times, which confirms dogs are allowed in the common areas on a leash.
